On 8 March 2004 the EU funded twinning project CZ03/IB/EN/01 started between the Czech Environmental Inspectorate (CEI) and its Dutch colleagues represented by DCMR and InfoMil. The name of the project is ‘Integrated and Planned Enforcement of Environmental Law’ and it ran until June 2005. Its overall goal was the fulfilment by the CEI of requirements based on community law and the membership of the European Union. This includes the fulfilment of the EU minimum criteria for environmental inspections.
The project focused on a number of main issues, which were:
- The development of a strategic plan for the inspectorate. This included choices concerning integrated and planned inspection, both at the central and regional levels;
- The possible establishment of a training and methodic centre including the training of trainers;
- The execution of enforcement training for CEI inspectors and their colleagues from related organisations;
- The set up of informational networks, including forms of both electronic and personal information exchange - both in the sphere of operational and non-operational information – between the organisations involved in environmental inspection and enforcement. Discussion on division of authorities and co-operation were topics that have been discussed.
- The investment in laboratory and IT equipment for the inspectorate.
The project is described in detail in the project Covenant and the work was divided into a number of so called Work Packages. In each Work Package a number of activities and benchmarks were described.

This project has been co-ordinated with a number of other projects. The most relevant were:
- the Phare 2002 twinning project on Reinforcement of IPPC Implementation (CZ02/IB/EN/03)
- the Phare 2003 project on Environmental Information and Management System (CENIA) (CZ/03/IB/EN/02)
- the IMPEL project "Developing capacity in implementation and enforcement through the AC IMPEL network" concerning an institutional review of the Czech Environmental Inspectorate.
