The IMPEL review initiative was designed in 2000 to test a "voluntary scheme for reporting and offering advice on inspectorates and inspection procedures" and thereby to implement a requirement of the RMCEI. After 10 reviews and an evaluation in 2003, it was clear that it was becoming harder and harder to find team leaders and rapporteurs for the reviews. It was necessary to review the IRI and find ways to improve participation.
The IRI itself was then reviewed in Zwolle in May 2008. The review presented a set of recommendations for the continuation and improvement of the IRI review scheme.
The new scheme will be tested with the IRI in Portugal in October 2009. This was seen as the final part of the "Developing a new IRI scheme" project.
The project will be run by a small project team and through one workshop. This will take place in early 2010.
