European Waste Enforcement Actions/Joint inspections of waste shipments part II

In general the objective of this project is to promote and improve inspections and enforcement of waste shipments through and out of the European Union and to verify the waste destination and treatment in countries of destination and develop tools to support a better implementation of the Regulation. Transboundary movements imply the involvement of at least two (or more) Member States. Experiences of the former TFS-enforcement projects (Seaports, Verification and the running Waste Enforcement Actions) show a different level of enforcement, knowledge and interpretation of the regulation within the participating Member States.  Within the project the collaboration will also be focussed at

(a) Co-operation between Member States in terms of investigations in order to detect illegal waste shipments; including the sources behind the illegal shipments; and to facilitate take-back after illegal shipments have occurred; and

(b) networking between national responsible officials in order to ensure a sufficient preparedness among competent authorities and individual officials to make adequate controls at exit points and facilities.
Depending on the needs of participators toolboxes or manuals will be drafted to facilitate this collaboration process. Bi or multilateral contacts between MS will be further encouraged by exchange of successes within that area.

Definition: The objectives of this project can be achieved by:

-    Agreeing upon and executing an adequate level of (joint) inspections on waste shipments (harbours, train, company’s and road traffic) in order to increase the level of compliance with the WSR.

-    Including, if possible, all Member States

-    Developing and/or adjusting inspection methods

-    Chain approach: the competent authorities check the company of destination whether the waste is treated in an environmentally sound manner. If necessary the authorities check the company where the waste was dispatched. Also verification within non-OECD countries which have interrelation with another TFS-project on the establishment of an enforcement network in Asia.

-    Pro-active internal and external communication about this project and the different inspections.

-    Exchange of front-line inspectors during inspections and meetings.

Participants: The following Member States participate within the current Enforcement Actions project: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Hungary, Ireland, Latvia, Lithuania, The Netherlands, Malta,  Poland, Portugal, Romania, Slovenia, Sweden, United Kingdom.

Also Croatia, Norway, Serbia and Switzerland participate in the current Waste Enforcement Action project.

To cover a European wide participation, the following countries are asked to join as well:Greece, Italy, , Luxembourg, , Spain and Slovakia.

Project team: All participating countries have assigned a country coordinator for this project.

A review group is established by the following Member States (the Netherlands, Northern Ireland, Portugal and Poland) and the European Commission, DG ENV, unit G4. Also one or two national IMPEL coordinators are invited to participate in the review group.

Start: The preparations of the project will start after the Commission engages the consultant.
